THE HISTORY OF IPHAS Roy Waite, original President and Principal Consultant, had lived on a mobile home park in the early 80’s. He became Chairman of a National Residents Association and was a member of the Department of Environment Mobile Homes Advisory Group. This took the form of fact finding in relation to the 1983 Mobile Homes Act. Joan Aylott joined the same national association in 1989 and became their Membership Secretary/Treasurer. Through conflicting ways of management both Roy and Joan resigned from this organisation. However, through a new park home magazine, they were still being asked for help and advice. Roy’s representation on government meetings also continued and with the tremendous amount of knowledge he had acquired on mobile/park home living, he and Joan (who dealt with membership, administration and finance) launched IPHAS as a voluntary advisory service in November 1993. The service went from strength to strength. Very soon Roy and Joan were joined by other residents who had experienced problems themselves and had learnt a great deal in the process of resolving their own disputes. Alan supported Roy at the Park Homes Working Party Meetings at the DETR (later the DTLR - now the DCLG, Department of Communities and local Government) where every aspect of park home legislation and living came under discussion. These ended in 2000 but Alan still attends the All-Party Group for the Welfare of Park Home Residents, as called for by Lord Graham of Edmonton. Debates held in the House of Commons and the House of Lords were well supported by many MPs and now after so many years, we have seen some action by way of The Housing Act 2004 and the new Implied Terms which came into force in October 2006 IPHAS has established respect at Government level and also with many local Councils, who issue the Site License Conditions and ensure that these are upheld by the park owners. 2012 has seen a lot more effort by MPs to get the legislation improved to give more Rights to our choice of living. there is still a lot to do but we will be there, doing as much as possible. IPHAS are always looking for new volunteers to help with every aspect of our service. The Independent Park Home Advisory Service is non-political and non committee-run. It is democratically run by the officers above and the ever growing and dedicated Team of Consultants, Advisors, and Assistants. Sadly, Roy passed from this life, peacefully on 3rd November 2007 after many months of much illness. His wife, Beryl who had also been very unwell, suffering from Myloma, which had prevented her from taking a more active role in IPHAS also passed away in April 2011. Joan has stepped into the Presidents shoes and is still co-ordinating the IPHAS team at the age of 82 years but may be looking forward to ultimate retirement in 2013/14. LORD GRAHAM (Lord Ted of Edmonton) our Vice President had to retire from the Park Homes Working Party due to ill health in 2011. He has been of the greatest support for over 20 years. We wish him a happy and healthful retirement.
